LEGAL NOTICE
Sealed bids for Western Reserve Transit Authority - Bus Stop Signage Replacement will be received by WRTA at the Administration Office, located at 604 Mahoning Avenue, Youngstown, Ohio 44502, until 12:00 P.M. noon, February 12, 2020 and will be read publicly and recorded immediately thereafter. A Pre-Bid Meeting will be held January 30, 2020 at 12:00 P.M. noon at the address listed above.
The project will consist of a base bid and three alternate bids. The base bid will consist of removing and replacing WRTA bus route stop signs throughout the following bus routes:

Austintown (IN/OUT)
Belmont (IN/OUT)
Glenwood (IN/OUT)\ Market (IN/OUT)
Oak (IN/OUT)
South (IN/OUT)
The three alternate bids will consist of work similar to that in the base bid. The following breakdown is a list of the remaining WRTA bus routes as alternate bids:

The Contract Documents, including copies of the Drawings, Project Manual, Proposal Form, Forms of Contract and Bond, are on file and may be examined at Roller Reprographics https://www.rollerplanroom.com/.

Each Proposal must be accompanied by a certified or cashiers check, or an irrevocable letter of credit in the amount of five (5%) of the amount bid or a bid bond in the amount of one hundred (100%) of the amount bid, such check or bid bond shall be made payable to Western Reserve Transit Authority and to be held as a guarantee that in the event the bid is accepted and a contract awarded to the bidder, the Contract will be duly executed and its performance properly secured.
The successful bidder will be required to furnish a bond for the faithful performance of the contract in the sum of not less than one hundred percent (100%) of the total price bid for the complete work, said bond to be that of an approved surety company authorized to transact business in the State of Ohio and shall be underwritten by a surety that is listed on the most current Department of the Treasury Circular 570, "Surety Companies Acceptable on Federal Bonds".
All bids shall be submitted on special blank forms furnished by the Engineer, and shall be accompanied by a Bid Guaranty and Contract Bond conforming to Section 153.571 of the Ohio Revised Code.
This contract is subject to the requirements of Title 49, CFR Part 26, participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. WRTA's overall goal for DBE participation is 1.74%. A separate contract goal for DBE participation has not been established for this procurement. Although this project has a 0% DBE goal, WRTA strongly encourages participation by DBEs.
WRTA reserves the right to accept or reject any or all bids in whole or in part, to waive any informalities or irregularities in the bids received, and to accept any bids which it deems favorable.
No bids may be withdrawn, after the schedule closing time for the receipt of bids, for at least sixty (60) days.
