Notice is hereby given that the Town Council (the "Council") of the Town of Mount Jackson, Virginia (the "Town") will hold a public hearing to receive public comments and to consider the adoption of a proposed Ordinance and Resolution authorizing, among other things, the Town's issuance of a not to exceed $1,200,000 general obligation revenue bond (the "Bond") to be sold, in one or more series, to Virginia Resources Authority ("VRA"), as Administrator of the Virginia Water Supply Revolving Fund (the "Fund") in order to provide funds for the Town to (i) acquire, construct, upgrade, and equip the Town's water system and related facilities (collectively, the "Water System"), particularly related to certain of the Town's wells, including but not limited to the acquisition and installation of a Nitrate Removal Treatment System with building and adjacent tankage, an Iron Removal System with building, water mains and related improvements, and a Supervisory Control and Data Acquisition (SCADA) system upgrade, and (ii) to pay issuance costs, in order for the Town to increase the effectiveness, safety and efficiency of its Water System (the "Water System Project").

In a letter to the Town from VRA, dated August 4, 2015, as amended on January 27, 2017 and August 1, 2018 (collectively, the "Commitment Letter"), including other correspondences from Virginia Department of Health ("VDH") and VRA, respectively, the Town has been advised that the Water System Project is eligible for financial assistance consisting of an up to $1,173,975 "principal repayment loan" represented by the Bond and a "principal forgiveness loan" in an amount up to $552,459, for a total funding package for the Water System Project in an amount up to $1,726,434. The cost of funds on the "principal repayment loan" shall be 2.50% per annum, comprised of interest to the Fund of 1.00% and a fee of 1.50% for administrative and management services attributable to the loan, for a term up to thirty years. As long as the Town shall comply with the terms and conditions contemplated under the Commitment Letter, the Town shall not be required or otherwise obligated to repay the up to $552,459 amount of the "principal forgiveness loan."

The payment of the principal of and cost of funds on the Bond shall be a general obligation of the Town, secured by a pledge of the Town's full faith and credit, and further secured by a pledge of the revenues of the water, wastewater, and solid waste system(s).

The public hearing, which may be continued or adjourned, will be held before the Town Council at or around 5:30 p.m. on Thursday, August 30, 2018, in the Town Council Chambers located at 5901 Main Street, Mount Jackson, Virginia 22842. Any person interested in the Water System Project, or the Town's issuance of the Bond and the purposes for which it is being issued (including the form and details of the total funding package), may appear at the hearing and present his or her views. Additional information regarding the Water System Project and the financing of the costs therefor may be inspected by the public at the Town Hall located at the address given above. Written comments may be forwarded to the Council prior to the public hearing in care of the Town Manager at the address given above.
