2020 OPWC Road Safety Upgrade Project -
Begala Drive & Houston Road
The work on Begala Drive consists of resurfacing approximately 0.24 miles with a hotmix asphalt overlay. The work on Houston Road consists of culvert replacements, road widening and placing a hotmix asphalt overlay on approximately 0.38 miles.
A copy of the plans and specifications may be obtained at the Coitsville Township Administration Building, 3711 McCartney Road, Lowellville, Ohio 44436 between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday. Due to COVID 19, bidders shall call 330-727-7269 or 330-536-6420 to make an appointment to pick up the plans and specifications. Plans will not be mailed. A non-refundable check in the amount of TWENTY FIVE DOLLARS ($25.00) is due at the time of pickup. Checks are to be made payable to Coitsville Township.
For all bids in excess of $50,000.00, a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Coitsville Township Trustees, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of Coitsville Township Trustees, in the manner provided by law.
A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not then be required.
A payment bond in the amount of 100% of the estimated cost of the work conditioned for the payment by the Contractor and all Subcontractors for labor performed and materials furnished in connection with the project involved.
Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio.
Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted.
All Contractors must be pre-qualified with the Ohio Department of Transportation.
This project is funded by the Ohio Public Works Commission and the Coitsville Township Trustees. All bidders shall comply with the prevailing wage rates as determined by the State of Ohio, Department of Commerce along with other provisions included within the contract documents that are applicable to the project.
Domestic Steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies of Section 153.011 of the revised Code can be obtained from any of the offices of the Department of Administrative Services. All steel products must meet the requirements of ODOT CMS 106.09.
The contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers' Compensation Drug Free Workplace Program or in a similar program approved by the Bureau of Workers' Compensation. Any contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract.
The Board of Coitsville Township Trustees reserves the right to reject any or all bids and to waive informalities.
No bid may be withdrawn for at least sixty (60) days after the opening thereof.
Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin.
The Engineer's Estimate for the base bid is $136,562.00.
Clearly indicate the item being bid, as well as the name and address of the person or business submitting the bid, on the outside of the sealed envelope containing the bid.

Bidders are advised that this project may be awarded in up to (3) three parts with up to (3) three separate contractors or may be awarded in whole to (1) contractor, whichever combination is the lowest responsive and responsible bidder for each part.
