All bids must be submitted in accordance with requirements set forth in this bid documentation and must be received in the offices of WRTA on or before August 4, 2020 by 12:00 PM WRTA time. There will be NO public bid opening.
In connection with the carrying out of this project, the Contractor shall not discriminate against any employee or applicant for employment because of race, religion, color, sex, age, national origin, or handicap.
This contract is subject to the requirements of Title 49, CFR Part 26, participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. WRTA's overall goal for DBE participation is 1.74%. A separate contract goal for DBE participation has not been established for this procurement. Although this project does not have an established DBE goal, WRTA strongly encourages DBE participation.
All bidders will be required to certify that they are not on the Comptroller General's list of ineligible Contractors.
The Western Reserve Transit Authority reserves the right to reject any and/or all proposals, to re advertise for proposals and to waive any informality in any proposal and to determine the most responsive proposal by its own criteria, as described within the specification.
The Authority further advises prospective bidders that all bids must be filed on the forms provided by the Authority and that all bids must be clearly marked on the lower left side of the outermost envelope with the words, ATTN: PROPOSAL FOR LEGAL SERVICES (RFP 2020-03).
